This book is par t of the Learning and Skills Network’s 14–19 Programme of Support for Delivery of Change on the Ground. The programme is designed to take forward the effective practice generated by the 14–19 Pathfinders and the Increased Flexibility Programme and prepare the ground for the for thcoming reforms set out in the government’s 14–19 education and skills implementation plan ( DfES 2005b) . It is the first book in a series which together comprise 14–19 strategic planning: a practical handbook for schools, colleges and their partners. The other two books are Book 2: Developments in 14–19 teaching and learning and Book 3: Putting learners first.
